解决办法：在运行（Win+R）那里输入“services.msc”找到这两个程序，检查一下有没有启动！

如果不行可以试着将他们两个关闭，然后在c:\windows，把SoftwareDistribution文件夹下的文件给清理了，或者改名，重新打开Windows Update和Background Intelligent Transfer Service
